Terms of Reference for Lake Advisory Group

This Advisory Group is not a decision-making body; therefore all matters contained within these terms of reference would be subject to referral to the Parish Council for decision. The decisions that can be taken by the group and just reported to the Parish Council are defined in the list below. 

 

Membership – 

2 x Parish councillors 

6 x from the parish made up of 2 from each of the following groups 

TOTH Scout Group

Featherbenders and Flyfishing Club

Parishioners 

• Chair and Secretary will be elected by the Group from Group members 

• Notes will be taken, shared with Parish Council and filed in the Parish Office 

• Membership of the Steering Committee will be reviewed at the Parish Council AGM. 

• Invitations will be extended to Parishioners, prior to the AGM, to put their name forward for selection to the committee. Scouts and Feather benders to nominate their own representatives 

• Quorum is 1 Cllr plus 1/3rd of others present 

• Decisions passed on majority present with Chair having casting vote

 

Meeting cycle – at least twice a year dates to be agreed by the group 

 

Terms of Reference 

 

1. To recommend to the Parish Council 

• Maintenance cycle and improvement requirements for the lake, the grounds, the boundary hedges and fencing, gates and entrance area up to the highway. 

 

• Any changes to the existing Health and Safety risk assessment for the site  

 

• An annual repairs and maintenance programme and subsequent budget for submission to the Parish Council by 1st November each year

 

• any opportunities for grant funding for environmental and general improvements to the lake and grounds working with the Parish Council to deliver improvements 

 

• Planned additional activities on the site i.e. Parish Picnic, Community tidy up / litter picking etc. 

 

2. To adhere to the existing Health and Safety Risk assessments for the site and any other relevant Parish Council policies affecting the site

 

3. To receive and review offers of help and arrange and encourage volunteer opportunities around the upkeep of the lake

 

4. To report to the Parish Council any significant matters affecting the visual amenity of the area

 

5. Involve, engage and encourage participation by parishioners in the improvement of the area in consultation with the Parish Council and Licensees. 

 

6. Enhance and protect community access to the site

 

7. Assist in ongoing maintenance, upkeep and longevity of the legacy for use

 

8. To be responsible for the general maintenance and upkeep of the Lake, notably, but not exhaustively 

a. Grass cutting

b. Mole and other pest management

c. Tree and hedge maintenance

d. Litter picking and bin emptying

e. Signage

f. Security of gates – gates locked at night.

g. Monitoring of public access and activities e.g. Night use of public

h. Dog fouling clearance

i. Inspections of water quality and recording visits

From time to time there will be other issues that are raised as part of the Parish Council day to day activities. Therefore the above is not an exhaustive list and the Parish Council will work with the Advisory Group on other matters that are not covered in this document as they arise and with their agreement.
